First: 60% = 60/100 = 0.6

If the width is 60% of this length:

x = 0.6y                ec. 1
2x + 2y = 280        ec. 2

replacing ec. 1 on ec. 2:

2*(0.6y) + 2y = 280

1.2y + 2y = 280

3.2y = 280

y = 280/3.2

y = 87.5

The length is 87.5m

On the ec. 1:

x = 0.6y

x = 0.6*87.5

x = 52.5

The width is 52.5m

Now the area of the field is:

A = L*W

A = 87.5 * 52.5
A = 4593.75

The field area is 4593.75 m²
