Dear mayor

I would like to be able to say that the city where we live is very clean or that it will soon be one of the cleanest in the country, but I think that will not be possible.

I'm going to start by saying that I could give you a lot of complaints about the cleanliness of the city, but I must be brief in this letter.

I could also tell you how to do your job, but you must assume that it would not be appropriate for me. So I will be more practical. I'm going to give you an example of what the city can be like in a few years.
