Esta ley posee 4 títulos de los cuales son divididos en capítulos los cuales estan así:

1°Título:REFORMAS AL CÓDIGO TRIBUTARIO (Comprende los Arts. 1 al 54, incorporados en el Código Tributario)

2°Título:REFORMAS RELATIVAS A LA LEY DE RÉGIMEN TRIBUTARIO INTERNO posee 5 capítulos

3°Título:REFORMAS A OTROS CUERPOS LEGALES posee un capítulo

4°Título:CREACIÓN DE IMPUESTOS REGULADORES posee 4 capítulos

5°Título:DISPOSICIONES GENERALES posee un capítulo
