No sabemos el tiempo verbal de la tarea, es importante incluírlo para dar la respuesta correcta... puede ser:

Past progressive: They were waiting for the bus, but it was a taxi

Past simple: They waited for the bus, but it was a taxi

Past perfect: They had waited for the bus, but it was a taxi

Present Cont: They are waiting for the bus, but it was a taxi

etc.
