In the video Mr. Bean is fixing his house. When he went to bathe he did not have hot water so he decided to cut the pipe of his neighbor so that the hot water that flowed through the pipe he would use for bathing but his neighbor uses a dye for the hair and returned to mr bean all green then went to the bathroom of mr. rockei and drank so much shampoo and got so much foam that i filled the whole house with foam and water then mr. rocki hit him with the umbrella
