el 2 se usa como componente de oracion 

por ejemplo: 

she shine bright like a diamond
The men's eyes shone brightly when he opened the present.

The sun shines brightly in the sky.

El primero usa el adjetivo brillando "El sol resplandece brillante en el cielo" El segundo usa el adverbio brillantemente "El sol resplancede brillantemente en el cielo"
Usando el adjetivo en vez del adverbio convierte al verbo en transitivo.
