Ok, you can solve this with an equation, and it is:
4x + (5x + 3) + (7x - 1) = 130
To calculate the perimeter, we have to add all the sides of the triangle:
P: l1+l2+l3

Now, we have to solve the equation:
4x + 5x + 3 + 7x - 1 = 130
(4x + 5x + 7x) + 3 - 1 = 130
16x + 2 = 130
16x = 130 - 2
16x = 128
x=128÷16
x=8

Now you change "x" in all expressions to know which is the smallest.
4×8=32
5×8+3=43
7×8-1=55

The length of the shortest side of the triangle is 32 centimetres.
