This article is part of a broader diagnostic exercise carried out in the department of Cesar using the “Conflict-Related Development Analysis” (CDA) methodology. The objective was to analyze the situation of the territory in order to identify the structural causes and the dynamics of conflict, as well as the region’s peace-building capabilities. In addition to the causes and dynamics of conflict, its impacts, actors, trends, and possible scenarios for evolution were taken into account for the diagnosis. The article also addresses the issue of social conflicts over land and their relation to similar conflicts at the regional and national level, including the armed conflict.
