there is and there are.. ambos significan (hay) solo que (there is) se utiliza para singular, ejemplo.

There is a rug on the floor/ hay una alfombra en el suelo.

En cambio (there are) es para plurales. ejemplo:

there are two books on the shelf/ hay dos libros en el estante.
