El verbo en presente simple es blow y su pretérito prefecto es blown. Esa oración ya tiene el verbo en pretérito perfecto y en español diría: 
El viento ha volado el techo, este ha volado el techo 
En presente simple sería: The wind blows the roof que significaría El viento vuela el techo
