They are not the same. The difference is that a genre is used to classify the different topics in literature or books in general; while a sub-genre is used to make a more specific classification inside a genre.

Examples:

I read a book which genre was science fiction, but its sub-genre was social science fiction.

A Horror book could be in the Gore sub-genre if it is about a serial killer.
