Creo que confundes WHERE- donde con WERE fueron, estuvieron. Presta atencion.
si mira en la 2 y la 5 en el segundo espacio mira y veras
la 2 la veo, la 5 no. 2- ...so the shops WERE closed

es primer espacio esta despues del 1 you
y el 2 espacio es antes del 2 you
