El “NOT” es cuando lo usas en negativo, por ejemplo: i will NOT call you back later
In the interrogative you have to use this: What(que?), who(quien?), where(donde?), when(cuando?), why(porque?). Obviamente no son obligatorias, en algunas preguntas son así: Are you doing the homework?
