In Ontario, the quality of city was given by the provincial government, mainly when there is a merger of municipalities. A municipality could be considered a city after its population has exceeded 10,000 inhabitants. To be considered a city, the municipality must apply to the Ministry of Municipal Affairs and Housing. Not all of the municipalities that reach this population are designated as cities (eg Markham, Ajax and Oakville, which in 2006 had populations of 262,000, 93,000 and 166,000, respectively). Once they are designated as cities they do not lose their status even if their population decreases (For example, Dryden.)
Some merged rural counties can be considered as cities. Also, city quality in Ontario does not always refer to an urbanized community.
