Explicación: Cities are not the only place where risks exist. The urbanization modifies the original conditions of a site, sometimes increasing the dangers or even creating new ones during its appropriation of territory. In search for integrating the problematic of risks and disasters to the urban planning, societies have developed laws, procedures and regulations, which are the expression of the prevailing policy approach. This article reviews the regulatory frames in Mexico and France regarding risks and disasters prevention, with an emphasis on its links with urban planning. In the first case, a civil protection approach has been adopted, while in the second one, the decisions on urban planning are submitted to the existent preventive regulations. Policy approaches are different in each case and the review of both experiences let the reader see the elements that an ideal system of urban risks management should include.
