1HISTORICAL DEVELOPMENT OF THE INTEGRATION CONCEPT

There have been many theories that have tried to explain this behavior and have varied according to the political, economic and social context in which they arise. It is considered that the first notion of "integration" has its origin in what is understood by "international society", since from which we recognize ourselves as entities immersed in a system in which we share space with other actors, we see the opportunity of establishing interactions while we begin to recognize our weaknesses and threats. Hedley Bull (1977) points out that there are three conceptions of international society: the "Hobbesian" where states are individualistic entities, the "Kantian" where peaceful cooperation between states is possible and the "gramsciana" that contemplates an international society where Conflicts may arise due to divergence of interests, but there will be rules and institutions defined to control them.

2CONCEPTS OF REGION FROM THE NEOFUNCTIONAL VISION OF INTEGRATION

To address the issue of regional integration it is essential to review what is understood by "region", what elements it covers, how it is defined and what has been its development.

The word "region" is defined by the Dictionary of the Royal Spanish Academy as "portion of territory determined by ethnic characters or special circumstances of climate, production, topography, administration, government, etc.". However, to carry out this research it is necessary to analyze the term "region" beyond the geographical conception of it, without ignoring that it is a factor that various authors take into account when defining the concept.

For Joseph Love, the constant region of a geographical size and a defined location, but emphasizes that it must be related to the integral form with a "greater unity" (it could be the Nation State or the entire American continent) once with other entities that are part of it. The region is defined, generates loyalties from its members, which, in turn, tend to be subordinate to loyalty to the "greater unity" (Love, cited by Clemente, 2010).
