Pedestrian areas are safer for shoppers - families especially - because there is no traffic. That also means less (traffic) noise, cleaner air.

But getting supplies to the shops can be difficult and buying bulky / heavy things is also tricky. Not to mention a possible police / medical services / fire services access problem.
