2007 began with the inauguration of the eighth general secretary of the UN, the South Korean Ban Ki Moon, who succeeded the charismatic Kofi Annan. According to information published by the UN, 35,000 civilians died in 2006 in Iraq. The government of the United States continued to be the target of international criticism as the violence in Iraq persisted. Neither foreign troops nor government institutions this year stabilized the Arab country. In May 2007, World Bank President Paul Wolfowirz resigned. The close collaborator of George W.
