Has is singular, have is plural, for a third person*.
The only other rule coming into play is that if you have two auxiliary verbs in a sentence, only one of them uses the singular form. That explains why you have 'have' when you have 'does'.
The verb form has nothing to do with the object--ball or balls. He has one ball. He has four balls. It is about the subject, 'He'. They have a ball. They have many balls.
